More than 40 million homeowners in China with mortgages totaling about 25 trillion yuan are set to benefit from interest rate cuts on first home loans that began on Monday.
Banks generally made cuts for first-time mortgage borrowers with floating rates linked to the central bank’s benchmark loan prime rate by an average of 0.8 percentage point yesterday.
Most home buyers received text messages from banks or sought information on banks' apps. The reductions vary by the city, the time of purchase and the time when the credit contract was signed with the bank.
Monday's implementation is a follow-up measure to the Aug 31 joint statement by the People's Bank of China and the National Financial Regulatory Administration that said lenders should issue new home loans to replace the ones people took out to buy their first property or adjust the rates on existing loans.
In Beijing, mortgagors can now hope to save an additional 2,000 yuan per month or thereabouts on repayment of a loan of 2 million yuan taken in January 2019 from Industrial and Commercial Bank of China, according to PBOC estimates.
It is expected that more than 90 percent of the borrowers would be able to enjoy the benefits of the policy right away, with the rest of them tipped to get the benefit of the adjustment by the end of October, said Zou Lan, head of the monetary policy department at the PBOC.
By the end of June, Chinese lenders held 38.6 trillion yuan in outstanding individual mortgage loans, statistics showed.
More than 30 Chinese cities, including the four first-tier cities, as well as major cities like Chengdu, Hangzhou, Xiamen, Changsha and Suzhou have redefined "first-time homebuyers", allowing people who own a property in a different city, or who do not currently own a property but have taken out a home loan before, to be classified as first-time buyers. In China, first-time buyers enjoy lower interest rates and down payment ratios.
As the easing of home purchase requirements in major Chinese cities, combined with lower mortgage rates, will likely support the real estate market's further recovery, market sentiment has been quite positive on the first day of the policy's implementation, industry experts noted.
New house purchasing has been significantly lifted in the past two weeks in major cities including Beijing, Shanghai, Guangzhou and Suzhou, data from China Index Academy showed.
存量房贷利率调整大幕正式拉开。
根据中国人民银行、国家金融监督管理总局发布的通知，9月25日起，银行将开始下调存量首套住房商业性个人住房贷款利率水平。此次调整范围为首套住房贷款、二套转首套，以及公积金组合贷中的商业性个人住房贷款。总体来看，调整分为两类情形：首套房和二套转首套。对于首套房贷利率调整，客户将不需要任何操作，银行将主动批量调整。
对于“二套转首套”、未完成LPR转换、不良贷款归还积欠本息等情况的存量房贷，借款人可以从9月25日起，向银行提出申请并提供证明材料，银行将对审核通过的业务进行批量调整。
适应我国房地产市场供求关系发生了重大变化的新形势，8月31日，中国人民银行、金融监管总局联合发布了《关于降低存量首套住房贷款利率有关事项的通知》。接近监管层的有关人士表示，存量首套住房贷款利率调整后，利率平均降幅大约为0.8个百分点。据估算，本次调整涉及的客户可能超过4000万，涉及调整的贷款规模可能达25万亿元。
“预计超过九成符合条件的借款人可在第一时间充分享受政策红利，其他借款人的存量房贷利率也将在10月底前完成调整。”中国人民银行货币政策司司长邹澜日前表示，大部分符合要求的存量首套房贷款利率将降至LPR，2022年5月以后的将降至LPR减20个基点，直接下调至政策下限。中国人民银行指导商业银行按照市场化、法治化原则，细化政策落地方案，尽可能为借款人提供便利。
多家银行此前已经明确了存量房贷利率调整的调整范围、调整规则、申请方式及调整时间、申请渠道等事项，并在手机银行上线“存量房贷利率调整”功能方便“一键办理”，同时为客户提供查询服务。
数据显示，截至6月末，我国个人住房贷款余额38.6万亿元，而六家国有大行的个人住房贷款余额体量占比已经超过七成。
专家表示，叠加各地“认房不认贷”、取消限购等利好消息，房地产市场的积极乐观情绪迹象增加。根据中指监测数据，北京、上海、广州、苏州等城市新房周度网签数据已连续两周环比增长，上周（9.18—9.24），北京、上海新房销售套数环比翻倍增长，广州、苏州环比分别增长17.3%、71.6%。上周北京二手住宅成交套数环比增长6.3%，成都环比增长7.9%。

Lianjia, China’s largest housing agency owned by KE Holdings, has reduced its fees on property sales in Beijing after government regulators urged real estate brokers earlier this year to charge more reasonably to help boost the market, media reported today. Lianjia has lowered its commissions to 2 percent from 2.7 percent and is now splitting the charges between buyers and sellers when previously only buyers bore the cost, the report said.
北京二手房市场再传利好：9月26日媒体报道，北京头部房地产中介公司链家宣布下调中介费率。据悉，近日，北京链家员工收到了内部通知，宣布对二手房交易的中介费费率和收费模式进行调整，主要分为两个方面。第一，统一下调二手房买卖中介费率，将房屋成交总价的2.7%统一下调至2%；第二，收费模式从原先的单边收佣改为双边收佣，由买卖双方各承担1%。北京链家表示，后续各门店服务内容不减项、服务质量不降低，公司将于三周内在所有门店公示新的收费方式和标准，供市民监督。
The developer of an unmanned suspension railway has finished its 400-meter-long phase I construction and started testing on Monday in Shanghai, the latest step in intelligent monorail testing in China. Designed by EPN Skytrain Development Co, the Baoshan demonstration line project, with a designed length of 940 meters, has two stations and one repair facility with a maximum speed of 60 kilometers per hour. The system is equipped with a Grade of Automation 4 autonomous train operation system, the highest level in the industry.
上海首条“空铁”首期轨道及车站联调联试：9月25日，上海宝山羿鹏空铁消息，上海宝山羿鹏空铁示范线项目首期400米轨道及车站已经建成，包含立柱、轨道梁、道岔，以及轨道梁内部的供电轨道、接地轨道、伸缩缝等所有设施建设。目前，首期400米轨道正处于联调联试阶段，车辆将进行持续性热滑测试。该项目位于宝山区上海机器人产业园，规划全长940米，设车站2座，维保车间1座，1到4节车厢灵活编组，最高设计时速60千米。宝山空铁将采用目前全球最高等级的GOA4无人驾驶系统，投运后将为乘客带来科技感十足的出行新体验。
新使命，大未来
The high-speed train G6418 departed from Guangzhou East railway station on Tuesday morning and arrived at Shanwei railway station after about 73 minutes, marking the official opening of the Guangzhou-Shanwei high-speed railway in Guangdong Province. With a total length of 206.2 kilometers, the railway will help reduce the travel time between Guangzhou and Shanwei from two hours to around 70 minutes. As a key project in Guangdong, the new railway connects the Guangzhou-Beijing line, Guangzhou-Shenzhen line, Hangzhou-Shenzhen line, and Beijing-Hong Kong line. The railway starts from Xintang in Guangzhou, passes through Huizhou, and terminates at Shanwei.
广汕高铁今起正式开通：9月26日上午8时30分，G9726次高铁列车从广州东站缓缓开出，经新建广汕高铁一路向东驶去，约73分钟后到达汕尾站。这是广汕高铁开行的首趟高铁列车，也标志着广汕高铁今日正式开通运营。据了解，广汕高铁是广东省重点工程，西起广州新塘站，途经广州、惠州、深汕合作区、汕尾4个市区，东至汕尾站。该线路全长约200公里，设计时速350公里。开通运营后，广州东至汕尾的高铁列车最短运行时间将由目前的140分钟压缩至70分钟左右，将为粤东地区深度“融湾”增添一条快速客运大通道，加快粤东地区产业承接，助推粤东地区乡村振兴。
Chinese autonomous driving startup Pony.ai has received the first demo application license for level four self-driving taxi services in Shenzhen's core urban areas. People can hail a robotaxi in Shenzhen's Qianhai area via Pony.ai's smart travel app PonyPilot+, the firm said yesterday. Pony.ai has opened nearly 150 stations in the city covering subway stations, parks, business clusters, and residential compounds, with operating hours from 8.30 a.m. to 10.30 p.m.

The 11 movies that will be in Chinese cinemas during the Golden Week holiday from Sept. 29 to Oct. 6 are expected to break the box office record set in the same period of 2019. China's box office for the movies that will be released during the eight-day Mid-Autumn Festival and National Day holiday is likely to be between 5.5 billion and 7.7 billion yuan, according to Everbright Securities' research institute, surpassing the 4.5-billion-yuan revenue in 2019.

China's nuclear power generation will account for 10 percent of the country's total electricity generation by 2035, equivalent of carbon dioxide emission reduction of 920 million tons, according to the China Nuclear Energy Association. Amid China's ambitious target of carbon neutrality by 2060, the country's installed nuclear power capacity is estimated to reach about 400 million kilowatts by then, accounting for around 18 percent of the total electricity generation, the association said.

Alibaba Group said late Tuesday it will spin off Cainiao Smart Logistics Network Ltd., the logistics arm of its e-commerce empire, through an initial public offering in Hong Kong. The Cainiao IPO would be among the first of Alibaba’s units to go public after a dramatic breakup of the tech giant unveiled earlier this year. According to the statement, Cainiao will remain Alibaba's subsidiary after the IPO, with the e-commerce giant retaining over 50 percent of the shares.

Nio has refuted a media report claiming the Chinese new energy vehicle startup is planning to raise USD3 billion. Nio is considering raising around USD3 billion from investors, as questions swirl around the EV maker’s health amid mounting losses, media reported yesterday, adding that Nio approached investors from the Middle East. Nio’s New York-listed shares closed down 2.1 percent yesterday after plunging 7 percent in early trading.

Riyadh Air, the newly established national carrier of Saudi Arabia, plans to begin operation in 2025, with direct flights to Chinese cities launching in early 2026, as the airline is bullish on growing business and leisure travel demand between China and Saudi Arabia. The airline, which was set up earlier this year, said after it goes into operation, it plans to launch direct flights connecting Riyadh and key Chinese cities including Beijing, Shanghai, Guangzhou and Chengdu.

GEM, the largest supplier of battery raw materials in China and the country's leading battery recycler, will invest about USD750 million in two new plants in Indonesia. The first plant, with a total investment of USD600 million, will be built in the PT Indonesia Morowali Industrial Park and will process laterite nickel ore into compounds with a nickel content of 30,000 tons annually, the firm said yesterday. Another facility will be built by its holding subsidiary with 1.1 billion yuan (USD150 million) in investment to produce ternary precursor materials for lithium batteries in the same industrial park, with annual capacity of 30,000 tons of high-nickel ternary precursors.

China has upgraded its digital renminbi payment services as part of the country's efforts to improve the profile of its digital currency and make the payment process more user-friendly for foreigners. The newly launched "recharge before use" feature on the e-CNY app allows foreigners to replenish the wallet of the app using online services of global payment networks Visa and Mastercard. Foreigners can also go to bank service outlets to recharge the digital RMB wallet with cash. If there is a balance left in the digital wallet afterward, it can be returned to the foreign bank card or account that was used for topping up.
数字人民币上线外卡“先充后用”功能：近日，数字人民币APP上线外卡“先充后用”功能，更好地为境外来华人士提供安全、便捷的支付服务。本次推出外卡“先充后用”功能，境外来华人士可在使用境外手机号注册并开通数字人民币钱包后，先通过Visa和Mastercard的境外卡为钱包充值，再进行支付。后续钱包中如有余额，可存回至境外卡。同时，境外来华人士也可前往银行服务网点，用现钞为数字人民币钱包充值。

Chinese stocks suffered another hefty loss on Tuesday as the benchmark Shanghai Composite fell 0.4 percent and the Shenzhen Component lost 0.6 percent. Hong Kong’s Hang Seng index also closed 1.5 percent lower, and the TECH index dropped 1.7 percent.

China continued the gold rush today at the 19th Asian Games in Hangzhou with 45 golds, 13 silvers and 5 bronzes as of 5 p.m. Tuesday, remaining at the top of the medal tally. Earlier today, China’s Ma Zhenzhao bagged a gold in women’s Judo 78kg, while Chen Huiying finished No.1 in women’s Wushu Nandao.
