China is projected to contribute more than 30 percent of global economic growth in 2023, highlighting the anchoring role of the world's second-largest economy in a more vulnerable world, leading experts said at a forum on Saturday.
Kristalina Georgieva, managing director of the International Monetary Fund, said the world has become more shock-prone after three years of COVID-19, conflicts and worsening climate disasters.
The good news is that the world economy has shown resilience, with Asia faring better than other regions. Specifically, China alone is projected to contribute more than 30 percent of global growth this year, Georgieva said via video at the International Finance Forum (IFF) 20th Anniversary and Annual Meeting 2023 on Saturday in Guangzhou, South China’s Guangdong Province.
She added that macroeconomic policies have been appropriate as a whole in China, though there is still room to re-orient public spending towards social protection and a need to expedite market-based restructuring of troubled real estate developers.
The IFF Global Finance and Development Report 2023, released during the meeting, predicts that China's economy will grow 5.2 percent in 2023 and 5 percent in 2024 as the government is expected to further take actions to ensure the orderly resolution of debt problems of some large property developers and the sustainability of local government finance. Monetary and fiscal policies will continue to support recovery as well.
Meanwhile, the global economy is projected to grow 3.1 percent both this year and next, when tight monetary policy and financial conditions are set to continue.
Warning of the global debt and financial risks brought by a higher-for-longer interest rate environment, Zhou Xiaochuan, co-chairman of the IFF, called for closer coordination of macroeconomic, financial and regulatory policies among different countries, especially when it comes to managing the spillover effect of developed economies' monetary tightening on developing ones.
“世界经济已显现出韧性，我们预计全球经济将呈现正增长，但在未来几年增速仅为3%左右。亚洲的经济表现好于其他地区，仅中国就贡献了今年全球经济增长的30%以上。”国际货币基金组织（IMF）总裁克里斯塔利娜·格奥尔基耶娃在国际金融论坛（IFF）20周年全球年会上发表视频演讲时表示。
本次年会由广东省人民政府、广州市人民政府和国际金融论坛联合主办，于10月27-29日在广州南沙举行。年会举行期间，来自世界50多个国家的嘉宾将围绕“新资本、新价值、新世界：全球经济碎片化下的重振与合作”的主题展开深入探讨。
国际金融论坛（IFF）联合主席、第十二届中国政协副主席周小川在致辞中强调，面临全球经济挑战，各国应坚持全球化的正确方向，捍卫多边主义，避免搞筑强设垒、脱钩断链和经济胁迫，要建设开放性世界经济，反对保护主义，避免滥用国家安全理由，限制贸易和投资。希望IFF进一步积极作为，真正成为立足大湾区，助力粤港澳协同，面向世界的新型国际交流平台，为应对国际经济金融重大挑战，促进世界经济实现包容性及全面可持续发展做出更大贡献。
会上还发布了《IFF2023年全球金融与发展报告》。报告表示，预计中国经济2023年和2024年将分别增长5.2%和5%。为了支持经济增长、促进消费支出，中国政府在今年7月下旬推出了多项措施。这些措施包括放宽购车限制，鼓励购买新能源汽车；支持首套购房者需求和改善性购房需求；增加家装和家用电子产品的消费；促进体育、娱乐、外出就餐、旅游和健康服务消费。为了增强民营企业的信心，中国政府还公布了一系列鼓励私人投资的措施，包括放宽一些关键部门的准入和提供融资支持。
报告认为，中国政府将继续采取措施，以确保逐步解决一些大型房地产开发商的债务问题和保持地方政府财政的可持续性，中国的货币和财政政策也将继续支持经济复苏。未来中国经济增长面临的主要风险包括房地产行业下滑幅度超过预期，地方政府债务压力进一步加大以及外部需求弱于预期。
从国别看，中国仍将是全球经济增长的最大来源，将贡献32%，其次是印度和美国，将分别贡献15%和11%。

East China's Shanghai city and the US state of California signed on Sunday a memorandum of understanding (MOU) on climate and the environment during California Governor Gavin Newsom's visit to China, in order to enhance cooperation on environmental protection, climate change response and clean energy development. During Newsom’s trip in Shanghai, he visited the Tesla Gigafactory, and test-drove the upgraded Model 3. Newsom described the role of Tesla Gigafactory Shanghai in the cooperation between two countries as "demonstrable," as it has created employment opportunities and demonstrated an entrepreneurial spirit of innovation.
上海与美国加州签署气候与环境合作备忘录：上海市市长龚正29日会见了美国加利福尼亚州州长纽森一行。龚正代表上海市人民政府对纽森一行到访表示欢迎。会见后，龚正与纽森共同出席上海市与加利福尼亚州关于气候与环境合作谅解备忘录文本交换仪式。根据谅解备忘录，两地将在保护环境、应对气候变化和推进清洁能源发展领域开展合作。同日，纽森还参观了特斯拉上海工厂，试驾了刚刚开启交付的Model 3焕新版。纽森称特斯拉上海工厂是中美合作的体现，特斯拉上海工厂创造了就业，带动了创业精神和创新发展。
Hangzhou, capital of East China's Zhejiang Province, has recently strengthened regulation on high-precision maps, requiring that related data be stored within Chinese border and cross-border data transfer need official approval. The city requires producers of high-precision maps to be qualified for surveying and mapping, or done by authorizing institutions that have the qualifications to conduct related activities. In addition, the data should be encrypted with domestically-produced commercial codes and transferred with safe networks, Hangzhou Bureau of Planning and Natural Resources said on Monday.
杭州加强高精度地图管理：10月30日，杭州市规划和自然资源局网站公布《杭州市智能网联汽车高精度地图管理规定》。其中明确，高精度地图的数据存储服务器应当设在中华人民共和国境内。高精度地图数据须采用符合安全标准的国产商用密码进行加密，采用具有安全保护措施的网络通道进行传输，保障地理信息数据安全。对拟传输至境外的高精度地图数据应依法履行对外提供审批程序。
South China’s Guangxi province announced on Sunday that some of the health services with assisted reproductive technologies, such as egg retrieval and embryo transplantation (IVF-ET) and artificial insemination, will be covered by medical insurance starting from November 1, in a latest attempt to encourage child birth. Apart from Guangxi, multiple places across China including Beijing and Northeast China’s Liaoning Province have already covered some eligible medical services related to assisted reproductive technology in the payment scope of basic medical insurance.
广西11月起试管婴儿纳入医保：据广西壮族自治区医疗保障局网站29日消息，广西11月1日起将“取卵术”等部分治疗性辅助生殖类医疗服务项目纳入基本医疗保险和工伤保险基金支付范围，每人最多只能报销2次，基本覆盖每名参保人2个辅助生殖移植周期的治疗费用。此前，今年7月1日，北京正式将促排卵检查、胚胎移植术等16项辅助生殖技术纳入医保。6月1日，辽宁省宣布至少17条有关辅助生殖的医疗服务项目纳入生育保险支付。

China's first self-developed offshore gas turbine power generator Taihang-7 entered operation on Sunday in the sea area 180 kilometers southeast of Shenzhen, Guangdong Province, demonstrating another breakthrough in the country's offshore equipment development. The Taihang-7 gas turbine has a maximum capacity of 7 megawatts with the advantages of a quick start, as well as low cost in power generation and maintenance. The electricity generated by Taihang-7 in one hour surpasses 5,000 kilowatt-hours, equivalent to the daily power demand of 500 households, as well as the daily use of an offshore oil and gas extraction platform.
首台国产海上平台燃气轮机深圳投用：29日中国海油消息，我国首台具有完全自主知识产权的海上平台燃气轮机“太行7”，在深圳东南约180公里的海上油气平台正式投入使用。这填补了国内海上平台燃气轮机应用领域空白。据悉，“太行7”燃气轮机是在“太行”航空发动机基础上，衍生发展的7兆瓦级轻型航改燃气轮机，突破了多项关键技术。该燃气轮机具有功率大、启动快、能耗低、维护简便等优点，1小时发电量超过5000千瓦时。
Hong Kong investors will soon be able to tap into Saudi Arabia's 50 biggest listed companies including Saudi Aramco through exchange-traded funds. The ETF to be managed by CSOP Asset Management will be listed on the stock exchange in the near future, according to the seventh Future Investment Initiative Conference in the Saudi capital Riyadh. The investments will cover financial, energy, raw materials, and other industry sectors.
香港将推首只沙特ETF：第七届沙特阿拉伯“未来投资倡议”大会近日在首都利雅得举行。沙特有关方面表示，香港将推出首支投资沙特股市的ETF产品，涉及当地市值最大的50多只股票，包括石油巨企沙特阿美等代表性公司。该ETF产品由南方东英资产管理有限公司管理，将于近期在香港交易所上市，投资于沙特股票市场市值最大的五十余只股票，包括沙特阿美等代表性公司，投资范围覆盖金融、能源、原材料等行业板块。

China's newly-added installed capacity of renewable energy hit 172 million kilowatts in the first nine months of the year, a 93 percent increase compared to the same period last year, according to the National Energy Administration (NEA) on Monday. The figure accounted for 76 percent of the country's total newly-added installed capacity of power generation during the period. By the end of September, the country's total installed capacity of renewable energy reached 1.38 billion kilowatts, which accounted for 49.6 percent of the country's total installed power generation capacity and has exceeded that of coal-fired power.

The number of direct flights between China and the US will be further increased to 70 weekly next week, with Chinese airlines making 35 roundtrip flights to the US a week, up from 24, starting Nov 9. The number will be equal to the number China will allow for US airlines, according to an order amendment released by the US Department of Transportation on Friday. Seven Chinese airlines will operate the flights: Air China, Beijing Capital, China Eastern, China Southern, Hainan, Sichuan and Xiamen airlines.

Shares of Junshi Biosciences jumped after the Food and Drug Administration approved the Chinese biopharmaceutical company's monoclonal antibody cancer drug for sale in the US. Toripalimab, which will use the name of Loqtorzi in the US, was approved to treat adult patients of late-stage nasopharynx cancer, the firm announced late yesterday, citing a notice recently issued by the FDA.

The high-end intelligent robocar brand co-launched by Chinese auto giant Zhejiang Geely Holding Group and internet giant Baidu has released its electric vehicle series. The Ji Yue 01 is a series of artificial intelligence-powered robocars and medium- and large-sized pure-electric SUVs, pricing between 249,900 yuan and 339,900 yuan and having a mileage of 550 to 720 kilometers.

Chinese electric vehicle giant BYD said its third-quarter net profit stood at 10.4 billion yuan, jumping 82 percent from the same period last year. Revenue went up 34.5 percent to 162.2 billion yuan from July to September, BYD revealed late Monday.
比亚迪三季度净利超百亿：比亚迪股份10月30日发布第三季度报告，第三季度营收1621.51亿元人民币，同比增长38.49%；第三季度归属于上市公司股东的净利润104.13亿元人民币，同比增长82.16%。
Three major Chinese airlines recorded a net profit gain in the third quarter, according to their quarterly report revealed on late Friday. Air China tops the growth with a net profit of 4.24 billion yuan in the third quarter, China Southern Airlines and China Eastern Airlines also posted revenues of 4.19 billion yuan and 3.64 billion yuan respectively. Profits in the third quarter helped Air China and China Southern Airlines achieve overall profitability in the first three quarters of the year, and narrowed China Eastern Airlines' loss to 2.6 billion yuan, reduced over 90 percent compared to the same period last year.

Cross-border renminbi payments and receipts expanded 24 percent year on year to 38.9 trillion yuan in the first nine months, playing an improved role in serving the real economy, China's central bank said. Of the total, cross-border goods trade settled in RMB accounted for 24.4 percent of the total cross-border goods trade settled in both domestic and foreign currencies, up 7 percentage points year on year and the highest level seen in recent years, per a report released by the People's Bank of China.
前三季人民币跨境收付38.9万亿元：10月27日，央行发布2023年人民币国际化报告。2023年1-9月，人民币跨境收付金额为38.9万亿元，同比增长24.4%。其中，货物贸易人民币跨境收付金额占同期本外币跨境收付总额的比例为24.4%，同比上升7个百分点，为近年来最高水平。

Chinese stocks gained on Monday with the benchmark Shanghai Composite up 0.1 percent and the Shenzhen Component rising 1.6 percent. Hong Kong’s Hang Seng index closed marginally higher while the TECH index jumped 1.3 percent.
A股续涨港股微升：周一A股三大指数连涨3日，沪指收涨0.12%报3021点，深证成指涨1.61%，创业板指涨2.48%。两市近3700股上涨，全天成交10381亿元，为两月来首次突破万亿，北上资金净卖出23.98亿元。港股恒指涨0.04%，恒生科技指数涨1.27%。
